The move and related & unrelated technical issues
The over-arching priority continues to be the move to new quarters and out of 3729 Cahuenga Blvd. West. This continues to pose challenges which management and staff, including many volunteers, are striving to meet and overcome, with support from Pacifica national personnel. We are broadcasting from the new location and steadily identifying and solving various problems that have arisen with the tech, hardware and software, as well as the need for greater familiarity and training for those operating the new board with its particularities.
In this context, other technical challenges have arisen, not necessarily related to the move. For example, due to repeated complaints about and difficulties with the commercial streaming service we were using for listening on the website, kpfk.org, we switched our stream over to Pacifica's servers (as all of our sister stations do). However, this apparently introduced some new problems with other services that port our stream to other platforms, such as Tune-In, which we use to get KPFK on smart speakers, and MyTuner, which allows users to listen to KPFK on smart TVs. The problem with MyTuner has been solved, but national technical staff are still working with Tune-In to set up the Pacifica streaming service in a way that is compatible with Tune-In required specs. I have inquired as to whether any of our other stations using Pacifica's servers have encountered this issue but haven't heard back. Meanwhile, I have urged the ED to take advantage of an offer from Amazon that would allow our stations to be picked up on Amazon Echo devices (AKA "Alexa") at no charge and without the injection of advertising, which would be preferable to Tune-In, which introduces its own ads when you ask a smart speaker to "play KPFK".
Another odd problem developed on the archives on Monday, when something happened with the archiving of Democracy Now! that threw off the apparent timing of all subsequent programs that day, so that The Thom Hartmann Program begins the second half of the DN! slot on the archives, and everything else the rest of the day starts, on the archives, a half-hour earlier than it actually aired. Otis Maclay has attributed this to sunspots or the eclipse (which is to say, it's not clear how it could have happened), and we are working on downloading and reposting the actual recordings, which took place at the times the programs were actually broadcast in their correct slots.
We are also working on overcoming challenges with the new hardware and software involved in scheduling and automating some board operations from the programming. The gear we had been using for that at 3729 was on its last legs without regard to the move, but the switchover compounded some of the difficulties of the move for board operators, including music programmers who operate their own board, and for the people who took up the traffic (scheduling) responsibilities, including Mark Maxwell, Yaotl Lopez and myself. With assistance from D'Angelo Jones and support from Howard Reynolds at KPFT, which has been using the platform for some time, we are overcoming those difficulties as well.
In any event, Charlie Wilken, Ian Scott and Richard Dawson, three networking and audio engineers, have been working diligently and steadily to solve other problems as they manifest, with support from local and national engineering and IT personnel, Moe Thomas, Stuart Landau, D'Angelo Jones, Jon Almeleh, Mark Maxwell and the board operators. This has involved replacing parts, identifying best practices, re-routing signals, etc. They are also working, with additional support from Burt Weiner, on the studio to transmitter link, on setting up a small recording and editing studio at 111, getting backup Internet capabilities, and moving equipment as it becomes available from 3729 to the new location. Getting everyone access to both buildings at the times they need it has also been a challenge. The aim is to have recording capabilities up and running at the new location prior to the shut down of facilities at 3729 Cahuenga Blvd. West on April 28.
The lesson I have drawn from this experience and shared with all involved is that when we repeat this process at the other end, and move back into 3729 after the renovations are completed, that we will need the new studios there set up at least a month prior to the move, to burn them in, test them out and get everything fully operational, and everyone up to speed, trained and comfortable on the new equipment and configuration there.
Finances
There is a financial crunch as it was necessary to move into and set up the new location long before the close of escrow on 3729 Cahuenga Blvd West, which is still two weeks off. A number of people especially Pacifica chief engineer Moe Thomas, are out of pocket for purchases of needed gear, software, etc. Pacifica national has also helped us cover the rent for the new location. We are back in an on-air drive partly for that reason, despite concerns that we cannot keep going so frequently to the same well. We did receive a substantial donation from a donor's trust, with more scheduled. The ED has been trying to get a payment from Merrill Lynch for some time in the amount of $13,000 -- after submitting all the necessary paperwork, she was told that the account officer working on that had left the firm, and had to resubmit everything to a new account officer. Possibly by the time you read this, that money will have become available. We are working on a priority list for paying certain aged payablesfor the station and the Foundation, and on a budget for the next fiscal year that begins October 1.
The financials for the first quarter of the current fiscal year show that KPFK was slightly in the black, including central services, for the period from Oct 1 -Dec 31, 2023. This is a decided improvement; however, it is offset by the cash-flow reality that we were not actually able to make those central services payments timely because of the demands of the aged payables, including $3000 a month to Southern California Edison for past due bills for electric power to the transmitter. As we have been paying that, on top of the current monthly bill, since I came on as iGM some 19 months ago, that has now been paid off, relieving our current financials of that financial burden, and freeing up those funds to pay down other aged payables, including for premiums promised as long as two years ago to listener-donors but not yet fulfilled. Other payroll obligations have also continued to diminish as various severances under the union contract or settlements have been paid off. I look forward to the LSB election of a treasurer to replace Kim Kaufman, who can work with me and the national business manager and ED on a proposed budget for FY 2025. We should aim for a discussion of a proposal at the local LSB Finance Committee in May, and a special meeting of the LSB in June devoted exclusively to the budget, as was past practice. That way the budget can be forwarded to the National Finance Committee and the Pacifica National Board for approval and incorporation into a consolidated budget for the entire Foundation and all its units timely, prior to the start of the next fiscal year.
Along with the recent major donation and with the allocation of some of the proceeds from the sale of 3729 to pay off some of our other aged payables, as well as rental costs for the current facilities in Glendale, I anticipate an easing of the intense financial pressure on the station, which will perhaps allow us to reduce the length and frequency of on-air drives. We have realized some additional underwriting revenue and anticipate more. However, our goal remains to double our membership back to pre-2021 levels over the course of this year. Membership continues to hover just below 5000 current members. Board support for donor stewardship, social media promotion and marketing, outreach and community engagement aimed at achieving that goal is very welcome and urgently needed. The LSB should be planning the first of two town halls mandated by the bylaws to hear from listeners; I would urge that it be a hybrid virtual/in person event, and I would propose that we air it as well. Volunteers are also needed to distribute promotional material at upcoming community events like CicLAvia and the LA Times Festival of Books. I am also working on putting together a social media promotion and marketing team, similar to the tech task force and underwriting working group we have put together, to facilitate improved collaboration of programmers' individual efforts with an overall station promotional campaign.
Programming
The challenges of and focus on the move have meant that there have not been significant programming changes recently. The interim unpaid Program Director, Marlena Bond, and I are committed to forming a Program Council with staff and listener participation, and evaluating the grid and all individual programs with an eye towards improvement and membership growth. I have posted a listener survey on the website, promoted it in the Dispatch and we will be promoting it on air. I am working on making the survey available in Spanish as well.
We anticipate being able to restore our access to the Neilsen ratings once escrow closes which will give us additional sorely needed data with which we can measure the efficacy of our efforts. We are also proceeding with planning for a second programming stream via the Internet on our website, akin to the way KPFT and WPFW are able to offer a second stream via HD radio and on their websites. This will allow space for more experimentation and a greater variety of offerings. We also want to make greater use of the podcasting feature on the archives for this purpose.
There is a proposal we hope to see come to fruition shortly for an Armenian language podcast on kpfk.org, which would be appropriate and timely given our new location in Glendale and given that April is Armenian History month by declaration of the LA County Board of Supervisors. LA is the largest concentration of people of Armenian descent and heritage outside of Armenia itself. A number of commemorations of the Armenian Genocide of the World War I era are planned locally in Glendale and Hollywood on or about April 24, made all the more poignant by the recent genocidal attack on and displacement of Armenians from Artsakh by the military forces of Azerbaijan. I hope the station will have a presence at these events and provide special programming to further educate the larger Southern California community about these issues, in line with our commitments in the Pacifica Mission.
