L.A. County Stalls on Approval of Campaign Zero Police Reforms Over Push for Deeper Change

After weeks of protest, the L.A. County Board of Supervisors Tuesday took a number of steps related to criminal justice reform, including a show of support for the California-wide ban on police using carotid artery-blocking chokeholds.

But the Board delayed a vote on a motion to impose a suite of use-of-force reforms championed by the advocacy group Campaign Zero.

The motion would have imposed the reforms, which include new training guidelines and different use-of-force requirements, on all law enforcement agencies across L.A. County.

But local justice reform advocates said the Campaign Zero policies don't go far enough. 

Dignity and Power Now has worked in coalition in Los Angeles for years to shift the law enforcement budget towards community alternatives. Their work led to the defeat of two proposed new jails in the county.

Last week, Dignity and Power Now issued a statement. "We are way past the moment where these demands are acceptable," referring to the Campaign Zero reforms. The statement called them "failed reform points."

The group and other community partners are calling for a larger investment in alternatives to both incarceration and general law enforcement policing, instead of piecemeal reforms.

While that issue stalls, the Board on Tuesday passed Supervisor Sheila Kuehl's proposal for police to follow health mandates and not put protesters at risk for coronavirus during demonstrations.

"Peaceful assembly is a fundamental, cherished, American right," Kuehl said at Tuesday's board meeting. "We have seen hundreds of thousands of people exercising that right, and righteously demanding an end to racial injustice and police brutality. And in many ways, they've taken onto themselves to risk their personal health and safety. But we don't want to add to that by the actions of our law enforcement agencies."

Kuehl's motion calls for law enforcement to wear personal protective gear, not crowd protesters into small areas, and will also look at the use of tear gas, which may contribute to the spread of COVID-19 by forcing people to cough.
